I've used "Anthony" ballast out of City Lighting in PA. But I've also used 3 lamp instant starts which are rated to cap one lead and burn two f-58. They will burn less bright in a freezer/cooler than an Anthony but my experience is that i was the only one that noticed. Anthony =$100. 3 lamp Sylvania= $15.. I assume your talking reach-in/ public access freezer/coolers .

Anthony (and Ardco) are the bigger companies that make the display doors.
The ballasts (I'm sure) are private lable.

Oh yeah, the 3 lamp would have to be a slimeline or some kind of skinny ballast to fit in that door panel.
