A customer wanted to extend his copper service conductors with aluminum (Or visa versa)and asked for a split bolt for this application. I was unsure what to use, yes some are rated for both materials but both at the same time caused me to think. He said that the split bolt would have to have a plate that would rest between the conductors, which I've seen. So I just wanted confirmation if this advice I received is correct. Thanks.

As far as I know he is correct. I have seen the split bolts you refer to.

This is what it looks like http://www.promelsa.com.pe/fotos/Fotos_Catalogo/04414001.jpg

and it will be marked Cu/Al and conductor sizes allowed.

He said he wanted to extend his service conductors, he may also need a permit, and utility inspection.

Would you apply a de-ox or does the rating on the hardware eliminate the need for it (and then would the de-ox create, if at all, a looser connection)?

The nec does not require de-ox for aluminum conductors. The split bolts may have instructions taht require it otherwise it is not necessary.

why dont use this, I think is easier to install and I believe cheaper too. I'm refering to the PSR model CU/AL
http://www.polarisconnectors.com/Miscellaneous.html

We love those connectors, they create plenty of repair work for us when they loosen in extreme temp changes, and some of the customers are really upset when they just paid for a service change, and then one of these great connectors fail, we gain a new customer, I bet there are parts of the country where they do work well.

You mean like over here in Eastern Oregon where we install them all the time? I've never seen one fail. I don't use them out in the weather though, only in j-boxes, motors, ground boxes, etc.
