NEC 400.5 requires cord ampacity tables to be used with applicable “in-use product standards.” At the risk of revealing my ignorance, what is an in-use product standard?
 
I think you mean "end-use product standards" This relates to the standard that may apply to a piece of equipment that may dictate the type of flexible cord to be used.

The cables are designed with specific uses in mind, like a lamp that sits on on table. Or cable that can be used for a pendant. Also by ambient surroundings, dry, damp, wet, oil, heat resistant, voltage rating. The tables are also based on how many “ current carrying conductors “ are in the cable, 2, 3, and more, and 60, 75, 90 deg Celsius rated.
