Cord and Plug as Disconnecting means

Can a cord and plug be used as a means of disconnecting a machine.
This machine has a fractional HP motor,a 24 volt power supply, and a PLC.
If so, will it meet NFPA 70E requirements of Article 130.6.(L)?

Yes, a cord and plug can be the disconnect. I don't know what 130.6 is about
