Cord and Plug connected Ptac

Any one know what/where the code says about a 277v cord and plug connect Ptac (packaged terminal ac unit like in a hotel or dorm room) using the cord and plug as a disconnecting means. The existing units we are replacing are installed using the cord and plug as a disconnect and the new ones sent out have plugs and cords. The receptacles/cord plugs are internal to the unit. Amperage is 20. Engineer says he wants a disconnect per code but will not state where it is in the code?

440.13 "...a separable connector or an attachment plug and receptacle shall be permitted to serve as the disconnecting means."

440.63 would apply if 1? 250V or less.
