Cord on pool heater

I have 2 Sta-rite gas pool heaters to connect. The pool contractor wants them connected with a cord & plug. Manufacturer doesn't say it can't.
Is there any code reason I can't do this? I have never seen this done this way before.

680.7 is what you need to comply with. 3' cord 12 ga.
