A review of UL 355 Cord Reels did not answer my questions and I hope someone can provide some insight.

Is a plug and cord connected cord reel considered a retactable extension cord?

Is a hard wired cord reel considered a retactable pendant drop?

Can you plug an extension cord or power strip into a pendant drop?

My ultimate question then is can you plug an extension cord or power strip into a cord reel, and does this depend upon whether it is plug and cord connected or hard wired?

We don't permit daisy chaining of extension cords and power strips at my company but I'm unclear on how we should treat cord reels.

That there even IS a UL standard ought to tell you the answer ...

A cord reel is an appliance, to be used according to its' instructions. It is not an extension cord, and it is not a pendant drop. It would be an error to try to apply any specific NEC section to it; you can be sure all such factors were considered in the listing process.

Some cord reels are designed to be usable with the cord partially retracted while others will require you to extend the cord completely before it can carry full current. Make sure you know which type you are getting.
