Cord sets through data center raised floors

I have a data center cabinet on a raised floor. The cabinet has a power strip installed in it and under the raised floor is a recepticle. Am I allowed to plug the cord set into the recepticle that is mounted under the raised floor.
I refered to article 400.8(2) and 400.8(5) where it makes mention to floors. Does this include raised floors? I also refereced article 645.5.

Does this room fall completely under the scope of Article 645? Does it have an EPO?

Since it is a 645 room, then the cord can go to a receptacle under the raised floor if the cord jacket is DP rated (most are not DP rated).
