Cord through a wall?

A friend of mine is hooking up a sump pump at a restaurant. It will be on an outside wall near the back door. In my previous posts it was made clear that he will not need to GFCI protect the pump as long as he uses a single receptacle. He called me again today and asked if he could run the cord from the pump through a wall, cut the plug off, and hard wire it to an inside receptacle. I told him you cannot run any type of plug and cord through a wall, and that its entire length has to be visible. Was this correct, and is there an NEC article to back it up? I just remember wiring a restaurant years ago and all of the neon sign cords had to be visible and could not run through the drop ceiling to a receptacle.
 
on the particular brand of sump pumps we hookup, the manufacturer will void the warranty if you cut the plug off the end of the cord and hardwire it. they do make a pump that comes w/ a pedestal w/ built-in alarm that is made to be hardwired.
