400.8 is pretty clear on the fact that cords above the false ceiling for most applications are not allowed.

We want to power a monitor, that is ceiling mounted.
But the ceiling mount is infact a boom, wich makes is a moving part; the monitor can be moved within a circle of several meters.

Does this classify as a Moving part as stated in 400.7 A 9, and thus allowing the use of moving parts?

Articulating mounts also have a securely-fixed end. Is it located at/below or above the suspended ceiling?

The preceding probably leads to the answer you don't want to hear...

400.8 is indeed clear, but also on the exceptions, and a moving part is such an exception.
Can someone give an example of a moving part that qualifies as such?

The fixed end is indeed secured above the ceiling. It has a junction box that is hard wired.
A cord comes out of this box, and goes directly in to the rotating moving part.

Is this unit assembled listed equipment?

In your drawing (and thanks for doing that) is the blue cord factor installed or is the on site electrician installing and providing the cord?

I assume the electrician is just installing the red branch circuit wiring to a piece of designed and listed equipment. If that is the case I do not see a code violation.
