If you are concerned about contractual obligations, such as what price to bid on a C&S project and what scope of work to include in the price, then I would suggest getting a statement from the owner. I don?t think there is an industry standard interpretation of the phrase. For my part, I would expect the electrical, mechanical, and IT rooms to be included in the C&S scope, as well as bathrooms and corridors. The mechanical work might include the major ducts supplying air throughout the building, and that might involve fire/smoke dampers. If it does, then power and controls to the dampers would be part of the electrical C&S scope. Also, any mechanical equipment (i.e., pumps, fans, AHUs, etc.) that is installed as part of the their C&S scope would require the electrical hookups to be part of your C&S work.
