Correct column?

When using type W cable at marinas I've used the 75c rating and column E of Table 400.5(B) for feeders to power pedestals. Let's say for this discussion, we have a pedestal with (2) 50-amp receptacles (125/250 volt). The service is 120/240-volt single-phase.

The reason I use column E is because I've always understood that the neutral in this case does not need to be counted as a CCC (see note 2 to Table 400.5(B) ).

I was speaking to a State level code enforcement official and was informed that my thinking is incorrect and that I need to count the neutral as a CCC and then am directed to use column F of Table 400.5(B).

What do you think?
 
The neutral is never required to be counted as a current carrying conductor on a single phase 120/240 volt system.
 
I think this state inspector is crossing the requirments for a 120/208 Y system and a 120/240 single phase system.

I think if you explain this to him, he might see it.

these are the two he is crossing up:
400.5(B)A neutral conductor that carries only the unbalanced
current from other conductors of the same circuit shall not
be required to meet the requirements of a current-carrying
conductor.

In a 3-wire circuit consisting of two phase conductors
and the neutral conductor of a 4-wire, 3-phase, wyeconnected
system, a common conductor carries approximately
the same current as the line-to-neutral currents of
the other conductors and shall be considered to be a
current-carrying conductor.
