Going between a 200amp 3 phase service disconnect and a 200amp 3 phase MLO panel. Is 4/0 alum. sufficent? What section of the NEC addresses this issue?

Tough to answer without knowing the actual load but to get a 'full' 200 amps you will need 3/0 copper or 250 aluminum.
