Im working through the 2008 Nec. I cant find the ambient temp. correction factors chart for temps below 21-25 degree C.

The NEC does not have any for temperatures lower than that. As said in post 3, the rules in the Annex are only for calculations under engineering supervision and are not actual code rules. Also the one you found is only for underground duct banks.
TABLE 310.15(B)(2)(a) goes down to 10?C in the 2014 code.
