Correction Notice - Jockey Pump Controller FLA doesn't match motor

A local jurisdiction has begun to notice that the overload protection rating of the Jockey Pump Controllers - which are set per the NEC ratings (70-2017 Table 430.250) and UL listed/FM approved at this setting - do not match the actual motors that are installed. The jurisdiction is issuing correction notices that the JPC trip setting needs to be adjusted to match the motor. At times, this adjustment would require changing the disconnect switch to a lower-rated switch.

Example - a 1 hp, 208v 3-phase jockey controller is set per NEC to 4.6 FLA trip.

A Baldor SuperE motor nameplate shows 3.0 FLA. With a 1.15 safety factor, that's just 3.45 amps.

The jockey controller in question - Firetrol FTA550f model - has a disconnect switch that can only be dialed down to 4.0 amps. So the jurisdiction is requiring the switch be replaced.

The question is, who is correct? The controller manufacturer and listing agencies designing per NEC, or the jurisdiction requiring the overload protection match the motor?

You need to review Article 430. The motor tables are not used for calculating overload protection. Overload protection is based on the nameplate.
 
And the actual setting is based on the overload instructions, some are set at the FLA of the motor nameplate, some are set at FLA x 1.15 amps.
I don't understand why the disconnect switch has to be changed, does if have a built in overload, IE a combination disconnect/overload in one device.
Changing that would be a listing issue. I would ask the jockey pump manufacturer and get it in writing.
