Cost for new service, meter, riser Kansas City Mo

I am cleaning out my SIL house, east of Kanas City (Excelsior Springs). This house needs a new electrical panel, meter and service riser for an overhead drop.
Gas heat, gas water heater, AC, 1400 sf main floor. Small 20x20 outbuilding shop (welder, 5 hp air compressor) large barn for RV. Both outbuildings fed by overhead triplex.
Wheeze I live near Seattle, standard panel is 200 amps, due to lower cost power
Would a 200 amp panel be called for here?
Any idea of approximate cost?

I will post picture later. Existing panel is behind a gas pipe. Power to outbuildings is in same service riser with unfused wires. going thru meter and same weatherhead!
I suggested to new owner setting a new panel (in basement) and using old panel as j box.
Lots of j boxes with no covers, wires laying on joists. It’s a pushmatic panel
