Could this fry and fire alarm panel.

So I found out that the Emergency service was not bonded. It was essentially a ungrounded system. I had a earlier post on it. This service has been fine for 2 years and just recently the fire panels fried while the building was under construction. I was told the other day that it was because a solid state device fried and the neutral and ground came together and caused a high voltage between the hot and neutral and fried the fire panel. I don't think this is true. I think a neutral was moved during construction. What are you thoughts.
