countertop plugs in living room

It seems to me the code says nothing about the installation of countertop receptacles ( no sink) in a living room.
I will be putting a receptacle or 2 on the counter on a 15 amp circuit but I see no reason to if I chose not to. What say you?

If the counter is not in a room that meets the definition of a kitchen then countertop receptacles would not be required. Not knowing the layout, wall spacing requirements may come into play.
