cover reguirements

I am getting ready to install a parallel 600amp service. In the past i have always used 36 inches as the buriel depth for the secondary side of the transformer to the meter,but ever really look it up in the nec.Now that i am, i can't find where it siaz any thing about 36 inches.Every thing points me to 300.5 and if this is true and the location is not listed would it be safe to say i could literly put this parallel run in at 18 inches to the top of the conduit to finished grade. (voltage is 0-600) nominal.Also i am using a 08 code book.

Just for reference. Sacramento County, CA. requires all underground service raceways to be burried a minimum of 30" below grade. County Adoptive Techincal Code 168.260
 
If this is customer owned conduit and wire then 300.5 should be compliant. If your running conduit for FPL and they own the wire I can post their specs if needed.
