Looks all kinds of wrong - though the birds like it - am I correct. This building was originally flat roof, when a pitched hip roof with an overhang was added.

my guess is that they do not even know about it
What about the metal gutters being that close? I need to look at the code, but I would say that's an issue, no?

Yup. I would agree looks all kinds of wrong. The overhead wires need to be protected from rubbing up against the fascia/ trim/ gutter.
I'm sure it looks prettier when the Christmas lights are hung on all them hooks.
