Crane usage and overhead power lines

We have several areas in our facility where the use of mobil cranes is required to perform maintenance/construction. According to NFPA 70E Sect. 130.8 if working around "Uninsulated Overhead Lines" than the following guidelines should be followed. However, we have several aerial cables that are "insulated". How does 70E apply to these? What are requirements if energized? Also, does this differ from what OSHA requirements state? Do OSHA standards suppercide 70E?

Here are few threads that may help. I have the same issue and as in my humble opinion 70E is cleared about exposed conductors...one can argue insulated cables are not exposed??
