A friend just called me and he said his computer quit working. He went back to the panel and checked it with a meter. He said that it reads 120 each phase and 240 phase to phase, but when he puts a load on any circuit the voltage drops about 60 volts. When this be a lose neutral at the transformer?

I would do as 480sparky suggested, if the other legs voltage does not go up, then the problem is what mdshunk is suggesting. Both are possibilities.
