Creating an equipotential plane at gas island

Would it be counter-productive to create an equipotential plane at a gas dispensing island that is just about to go in? In other words, I'm thinking of bonding all the steel rebars in the concrete and spiking a couple of ground rods, and connecting this all to an equipment grounding conductor from the service panelboard where the branch circuits will originate. This is all contemplated in an effort to stabilize voltage and reduce voltage potential.

There are several NEC Sections that directly or indirectly address grounding/bonding requirements in a fuel dispensing location. Section 514.16 is a good summary of them and ultimately directs you to the other relevant material.

In short though, deliberately creating an equipotential plane won?t hurt, it just won?t buy anything either. You will come close enough following 250.50 and 501.130.
