Critical Branch Circuits

The entire health care building - (not hospital) is backed-up by large generator. A new dialyses center will be part of the building. Per NEC 517.33 Dialyses should be provided with critical branch circuits and therefore second ATS would be needed. Department of Heath doesn?t require Essential Electrical System for Dialyses Center. It seems that we have to install second ATS to meet NEC.

If there is already an ATS for the critical branch why would another be needed to serve additional critical circuits?

There is one 4000A ATS that serves entire building ? more than 150kva load. Therefore we may need second ATS. Thanks for reply
