If one wishes to switch Life Safety lighting in a hospital, a bypass relay is required such that lighting automatically comes on in the event of an outage.

I do not believe the same is required of lighting on the Critical branch. These may continue to have switch control even when on generator power. Is that correct?

You are correct, the Critical Branch lighting is "task" lighting, it must be available but can be switched. Think of OR's not being used for example, the lighting from both the Normal and Critical sources are extinguished.
