CT and VT speed ratings on Inverter Duty Motor

I was looking at a 480V motor today and noticed on the nameplate that it stated that the motor was an inverter duty motor rated for VPWM at 1-60Hz for VT and 3-60Hz for CT.

Why would there be a minimum speed rating of 3Hz for a constant torque application?
 
Does this have something to do with the cooling effect as discussed in my other post, or is this in regards to torque limitations at low speeds?
