CT Cabinet MBJ

Got inside an existing CT cabinet today and did not see a MBJ but rather a pair of # 8 equipment grounds originating from the two MDP's this cabinet supplies landed on a lug in the cabinet. The obvious violation is the two wires under a single lug but I'm thinking there should be a main bonding jumper based on 250.66 from the CT neutral bar to the can. Am I wrong?
 
Is the neutral buss insulated from the cabinet?

You said you have 2 MDP EGCs in the cabinet, is this where the GEC is landed? GEC is landed in CT neutral buss?

The neutral buss is isolated from the cabinet.
EGC's are landed to a lug bolted to the cabinet frame
There is no GEC in the cabinet.
 
I would say you need a MBJ then, the EGCs are pointless and the can is floating without it.

Well, the can isn't floating since it is connected to the MDP neutral bar via the #8's but I doubt they would clear a fault in the CT cabinet that is being fed from 4/0's from the POCO.
