Ct cabinets and grounding

I have a CT cabinet that feeds a disconnect to its left with nipples between the two. I have a second disconnect to the left of the first one. This disconnect I feed out of the bottom of the CT cabinet go underground and then back up into the bottom of the Disconnect. Do I need a equipment grounding conductor run with these paralleled wires? There is less than 20 feet of conductor between the two. It just seems weird not to have one there. I am doing all my bonding in the two disconnects. And connecting each one to my grounding electrode.

In most installations I see the CT cabinet and both disconnects would be bonded to the grounded conductor and no grounding conductor is used
