Drawing showing 3#3’s in 1-1/4” fed from 3P 200A switchfused at 100A to VFD then to disconnect at cooling tower? How could there beonly 3 wires?

It's a bad IDEA to use the conduit as the EGC when feeding a VFD, but not a code violation. The NEC is a set of minimum requirements, not a design guide...
