When installing ground fault protection on an existing 400 amp breaker, the engineer wants a CT on the neutral.Should the current flow arrow or dot be reversed from the phase CTs? System is 120/208.

It needs to be mounted/wired per the GF relay manufacturer's instructions. I know it sounds like a cop-out, but this is really all that matters.

When I do power quality measurements with my 434 I have to reverse the ct on the neutral. So if I understand your question correctly, yes.

Is this 4-separate CT or one large window CT?
if is is a window CT on a single CT all conductors are installed in the same direction.
