CTL vs. Non-CTL Breaker?

I have a question for the group. Seimens sells a non-CTL breaker that readily fits into a panel, but is labeled for non-CTL panel use only. Then they have the CTL version, that will only fit on certain spaces in an older ITE panel (I have limited experience with ITE panels, just know this from a remodel I did a while back) due to a block in the plastic casting. A supply house at the time tried to sell me the non-CTl breakers and said they would work fine. I didn't trust them of course, but this popped itnto my head tonight so I thought I would ask...

The non-CTL breakers are only supposed to be used in the pre-1967 (guess, off the top of my head) panels, since those panels had no rejection feature. The circuit total limiting panels only accepted tandems in certain spaces, thus the CTL type for going in these certain spaces.
