The City Utility was taken over by the Regional Utility. The Regional Utility is converting services to their own grid and installing new Regional Utility CT's, main and utility meter. The old City Utility's CT's are left in place and jumped out at each terminal in the existing CT cabinet. The regional utility refers to NEC Aricle 110.23 and Arctle 450.1 stating code allows the old CT's to remain in series and be jumped out. Does the NEC address this situation with CT's being in series? Does this fall under "Mechanical Execution of Work"?

I agree this is all utility controlled items and not covered by NEC.

If NEC did apply, I also fail to see what any reference to art 450 has to do with the installation in question. Exception 1 to 450.1 exempts the entire section from applying to current transformers.
