CTs On ground "bus"????

I am currently working in a federal building in Washington D.C and while In one of this buildings many electrical vaults I was admiring their very large oil filled transformers, I noticed nearly 12" round cts on ground bars coming from each one joining together and exiting room, there are taps down to various columns and other building metal also. Now each one also has a disconnect. I have never seen a ground disconnect nor a ct used in this fashion. My best guess is that they are monitoring for ground faults and also giving themselves the ability to isolate ground faults by having disconnects on the ground? Anyone know of a better reason for this situation?
 
Typically Ground Faults, what building?

Should add some building s monitor, phase current, neutral current and ground current. Typically newer buldings.
