Here, the POCO provides and installs them. The manufacturer just supplies the provisions for them

Are you asking about utility metering CT's? Then no, just provisions as mentioned.
If these are relaying and customer metering CT's, then usually by the SWGR manufacturer if they are providing the relay or meters.
