Cubicle wiring

Can anyone help me with cubicle wiring engineering. Would you count the linear feet of wiring harness and outlet that runs through the baseboard of the furniture and apply 220.14(H)(1)(2)? Or does 220.14 (I) apply? How many outlets would an assembly of 4 duplex outlets ganged together as one molded apparatus count as? Any help is appreciated.

IMO 220.14(L) {2008} would apply since this is not considered a fixed multi-outlet assembly which is something like Wiremold.
