Service is from transformer vault to main building service. The building is a residence hall. 4 stories, commercial. There are no special loads, nonlinear is not a factor. For the purposes of 310.15(B)(2)(a) I would consider this neutral to be NOT a current carrying neutral. If it is... then contractor has under sized service conductors... Your thoughts?

As a practical matter, if it ever did carry any significant amount of current, one or more of the three phases would have to be carrying a lot less then full current, so I think it is a safe bet to consider that you have 3 CCC here.

Whether this is a recognized interpretation of what a CCC is, that may be something else.
 
For a 280 WYE with no non-linear loads to consider, the neutral is certainly not counted as a current-carrying conductor. Reference 310.15(B)(4).
