As a gross generalization, California is almost always behind by 2 code cycles.

CA uses the 2016 California Electrical Code which is based on the 2014 NEC but there are a few differences especially in the healthcare articles and a few other places have some additional requirements. Also if you are doing any work on public school projects there is a whole different organization and set of codes for that here.

That second public works book is not code but a spec book, Green book standard specifications. Not unlike a spec on a plans. many times more strict than the code or just different.
