Customer-owned Delta-Wye Transformer 12.47 KV: 575/333, No neutral conductor

An on-site utility-owned Delta-Wye transformer with integral 69 kV primary switches feeds 12.47 kV underground to a customer-owned Delta-Wye 12.47kV: 575Y/333 transformer. The customer transformer has its neutral terminal grounded, but no Neutral conductor is pulled to the Customer's Main 575V Panel. (Question 1): What is considered the Service Disconnect? (Question 2) Where would one expect to see the Neutral to Ground Bond?

There are 12.47 kV cutout switches at the Substation dip pole and 12.47 kV Primary switches on the Customer-owned transformer. I'm not sure what to consider the service point.
