I have 208/120V three phase system and customer owned just for sub-meter in plan says 120V three phase meter. I asked the designer to change to 208/120V three phase 4 wire meter says he saw 120V three phase meter. Is their such a meter 120V three phase or it should be 208/120V three phase 4 wire meter?
 
Have you asked him for a submittal/spec sheet?

He is using the incorrect terms, but I don't see that it really matters to you as a plan reviewer. He can call it a hexaphase non transverse unicorn meter if he wants. I'm not sure how you approve materials there, i.e. if they need to be listed, but if so I would just make a note that says "metering equipment to be listed".
