Unless its a "manufacturer's instructions" thing (110.3(B)), there is no restriction on what breakers can go in the lower bus. The load calc for the lower buss would need to be within its rating and the OCPd serving it though.
The Cutler-Hammer panel you're talking about is either single or double split, usually with a pair of wires soldered onto the middle and bottom sets of bus bars. I don't remember what gauge they are, I want to say it's number two copper... You can definitely put a double pole 30 amp breaker on the middle or bottom thirds of the panel.
What you cannot do is put single pole Breakers in the top third of the panel, unless there are 6 or less disconnecting means.
