Cutting Rectangle Instead of Using Nipples

Got a question from one of our electricians that I would like some opinions on. Here's the situation:

There's a large LV motor starter (NEMA size 8) that will feed into a metering cabinet next to it. Spacing is fairly tight. The cables will need to exit the side of the of the starter near the bottom, and enter the side of the metering cabinet near the top. A large wire trough will sit between the two enclosures for transitioning the cables.

Question is, instead of using nipples to connect the starter to the trough, are you allowed to mount the enclosures flush to each other and cut a rectangular opening for the cable entry? Looking to do this to help with ease of cable bending.
 
The comapines I have worked for would do that, sometimes we have slit 1/2" PVC on a table saw and used that to cover the edges and protect the conductors. The inspectors here do not seem to have an issue with it.

Also depending on the specifics of the layout you might be able to use a wireway flange.
