I have an 800A breakers and would like to install two 400 amp, QMB panelboards with 400 amp main fuses. Each panel is located approximately 50 feet apart. Can I daisy chain off the top of the main fuse of one panelboard to the next panelboard as long as I used 2 sets of 500kcmil to feed each panelboard or does this violate the tap rule?

If the parallel 500 kcmils feed the 1st panelboard and with properly rated lugs, continue to the 2nd panelboard and your calculated load does not exceed the ampacity of the feeder ** you are good to go.
It is not a "tap" by NEC definition (240.2).
You would need to make sure your lugs are properly rated and you meet 312.6 & 312.8.

**The ampacity of the feeder would depend on # of wires in each conduit, type load (linear/nonlinear), ambient, etc. but in the best case scenario would be 760 amps.
