Damage to single wire of 1/0 SER wire insulation inside of the main panel

If one of the hot wires from a main panel 100 amp breaker to a sub panel has damaged (scratched) insulation inside of the panel but the conductor is not exposed will this be a problem during an inspection?

If it needs to be repaired what would be the recommended method?

Put some tape on it
 
If you really want to ensure that it's well insulated use a 3M cold shrink.

If im concerned with safety i see if i can get voltage with my tester from the spot in question to ground. If i get nothing then ill tape it the color that line is commonly know as so the inspector wont make an issue of it.
 
After the repair a megger test would be a good idea. You could even record your readings and show the inspector if he has an issue with it.
