Damaged Equipment Back in Service

I have observed a 208V commercial meter board with 4000A cross bussing that has significant fire and water damage (corrosion) that has been put back in service. What is the section of the NEC that this is a violation? Also, the meter socket that was damage has cardboard taped over the exposed socket and the other three meters in the board are in operation.
 
I will try this:

110.12(B) Integrity of Electrical Equipment and Connections.
Internal parts of electrical equipment, including busbars,
wiring terminals, insulators, and other surfaces, shall not be
damaged or contaminated by foreign materials such as
paint, plaster, cleaners, abrasives, or corrosive residues.
There shall be no damaged parts that may adversely affect
safe operation or mechanical strength of the equipment
such as parts that are broken; bent; cut; or deteriorated by
corrosion, chemical action, or overheating.

No problem, I am sure the next fire which is inevitable will destroy it completely.

I would not hesitate to notify the AHJ or OSHA about that meter socket either.
