CMU walls by themselves will not constitute a wet or damp "space". However, due to concrete's characteristic to wick and retain moisture leads to within and the surface of concrete walls to generally be considered a damp location. It is best to practice standoff mounting of flat-backed ferrous equipment on all concrete walls.

As for determining whether the room is considered a damp location is beyond anyone's ability with the limited information over the internet, and adequate information would likely negate the need for asking
