Data Center branch circuit removal

We are removing a bunch of equipment from our Data Center, and I could swear I recall reading years ago about a requirement to remove unused branch circuits from under the floors. This thing is 40 years old and has flex everywhere, and bean counters will do the least possible.

With the exception of LV cables covered in chapters 6, 7, and 8 there is 372.13 and 374.7 that I'm aware of, but they do not actually mandate removal of the branch circuits.

Data centers are always changing. I always had "spare" circuits under the floor for a "new rack is showing up next week" contingency.

Is this an Art 645 application? I reviewed that article, removal only required for abandoned low voltage cables not tagged for future use, which similar to other articles.
