Can you utilize SO cords under a raised floor application to outlets within the raised floor?

If your installation qualifies under Article 645 you may be permitted to use certain flexible cords. Look at 645.5.

Has to be 2008 645.5(D) (3). This issue, that technically made Article 645 rather useless if an AHJ wanted to get sticky, was fixed in 2008. Of course, you have to comply with all of Article 645 to make use of it.

I am currently under the 2005 NEC in my jurdistiction, with that being said 645.5(D)(2) does not indicate "SO" as acceptable however type FMC would be acceptable.

Considering the 2005 NEC, and since there is no way to terminate FMC at the receptacle end, you generally cannot install SO cord below the floor.
