Does a direct burial phone line need separation from a feeder in the same trench?

Not per NEC, however, most local areas have their own addenda, or rules, so see what the local area says. Just because the NeC allows it, doesn't make it right for the best communications.

So there may be issues with noise on the phone line due to EMF?

Somewhere in the following papers, they did noise tests (EMF) on many typical wiring methods. The quick answer is that the noise diminishes very rapidly.
