DC Recept's vs AC

I have recently come across an application at the military base where i usually work where a contractor has installed a regular 120v 20 a normal AC duplex wall receptacle in an application requiring 28v DC (radio) receptacles in wiremold. I can't seem to come up with a Code violation, but I know this can't be right. The size wiring to each recept is #10 and I'm checking now but I believe this is 400 Hz. I don't want some trooper plugging some 120 v toaster in and getting zapped. This system was designed by an elec PE and the elec contractor doesn't have a problem. However, I can't imagine this to be correct. Show me how smart you guys are.

The J Controls guys say they always have had trouble with contractors putting in things that were improper and not finding out until too late. Every litter bit helps.
