DC Testing of 36kv Cable

I am in a project outside USA; however, we follow the IEEE requirements in terms of testing, my question is "can we apply DC voltage test to 36kv cable? if yes, how much from U0, or IEEE permits only VLF AC voltage test."

IIRC, DC tests are discouraged in favor of "tan-delta" (dissipation factor) tests, but that's something I read about a few years ago on these forums.

DC high-pot testing for cable has fallen out of favor. Absent any specifications I would follow the manufacturer's recommendations for field testing.
